Orange STP DAF Concept Design Client Representative for OCC (NSW).

Orange STP is a 60,000 EP facility that services the majority of the city of Orange in NSW.  Orange STP uses a dissolved air floatation (DAF) thickener to reduce the volume of waste activated sludge (WAS) fed to the anaerobic digester.  Studies had revealed that there was a shortfall in DAF capacity, predominantly due to an undersized and sub-optimal saturator vessel.  OCC commissioned a detailed Concept Design using ASpect as the client representative and independent technical reviewer.  The scope of the concept design was verify the future design loading, identify and allow for alternative thickening during construction, replace the saturator and air compressor, increase the feed pumping rate, allow for subnatant recycle and return of bottom sludge, provide thickness control for optimal digestion and improve Workplace Health and Safety.  ASpect’s role was to write the brief, call for and assess quotations, interface with the design team and review all deliverables including loadings, mass balance, equipment duties, P&IDs, operating and control philosophy, HAZOPs, operational procedures, troubleshooting guide and the draft concept design report.  It is envisaged that the Concept Design will be used to develop supply only contracts, with installation by OCC staff, without the need for a detailed design.  Therefore the detail and design verification requirements were greater than a traditional Concept Design.
